SEE HOW NIGERIAN SOLDIERS TORTURE SUSPECTS

This is how soldiers torture suspects. Are they allowed to do that? Aren't suspects innocent until proven guilty in a court of law?  Isn't this illegal? If it is, then I hope someone who is in a position to prosecute the soldiers in this picture sees this and takes action against them.
